I think it depends. If your mostly a US artist but you have a big presence internationally anyway (Barbra Streisand) then your fine, but if you have success in the US but virtually unknown outside of it (a lot of R&B artists) then your not fine

Im from Europe and I dont know nor care about many of US artists mentioned here. Dont get me wrong, I love many of US artists, but most of my faves are not from there. So many of great foreign artists who never broke into US market are huge in here and make really outstanding music.
From my point of view, US success is irrelevant. I dont care about what is popular in US, because I just listen to what comes along and feels good

If you meant US vs Rest of the world,it really doesn't matter that much.What determines commercial success in the end is total sales,not the sales proportions in various countries.Album selling 500k in US and 4.5 m in ROTW = Album selling 3 mili in US and 2 mili outside of it.

If the artist is doing poorly in the US but is smashing in the rest in the world then he/she is doing better than the artist in the opposite situation (the US sales aren't as high as before - you can rarely see 3M from the US only).
