The Born This Way era was more successful.
The radio ban for Britney ended before "Me Against The Music" came out and her concert tour was sponsored by Clear Channel Communications. Her singles should have performed better than they actually did. The Onyx Hotel Tour also sold much slower than her previous tours. Even her opening night show was no where near being sold out. There's really no comparison to that tour and The Born This Way Ball.
ITZ was another significant drop sales wise for Britney, too. The fact that the albums have nearly sold the same amount worldwide despite ITZ being released in 2003 really says it all. I think her fans like to advantage of the fact the era was so long ago and remember it as being bigger than it actually was.

+1. But he didn't say BTW is more memorable than Toxic, not one GaGa song in her entire discography is more memorable than Toxic (BR and PF will reach that level in a few years though)

Singles = ITZ
Tour = BTW
Sales = ITZ around 7-8m and BTW 6-7m?
Actually the sales excuse is not longer valid when we have Adele selling 23 million of copies from the same album.

ITZ has been reported to sell 8M WW, and BTW has actually sold 5M+. Monsters say 6M most of
the time, but this is an inflated figure.
And you can't compare the tours either, Britney didn't finish her tour, plus, with the economy and inflations Gaga's tour will obviously come out A LOT bigger.

In The Zone.
MATM was underwhelming on the charts but all the publicity from the VMA kiss, album promo, "Madonna is now my bestie" stuff that was going on still made it known. Then came Toxic, which was a gamechanger for Britney. Not only was it a total smash but it gained her critical acclaim that she never had. It wasn't only appealing to her core-fan base, it attracted casual listeners who weren't necessarily the biggest supporters of Ms. Spears. I remember being in school, and people coming up to me telling me how much they loved Toxic. Black, white, male, female, it didn't matter. The next year it ended up winning her first, and so far only Grammy. The follow-up Everytime was another huge success and a rare occurence where a Britney-ballad received so much radio play. Again, another magical moment.
I think the main difference between the two might be the order of singles. What do I mean? Well Born This Way was a huge hit out-the-gate but Judas seemed like it killed the momentum of the album. What happened with In The Zone was a total reversal. The first single dissapointed in some ways but then she picked up steam with Toxic.
