Sometimes the pre-order comes later in certain territories so maybe this single cover is for them?
And even if it's coming as a pre-order single, it could still have a single cover if she's going to push it.
Saying that, it would make sense if 'small victories' was referring to the Company release, since i'd imagine getting a release date for the album would be a big victory.
