Because Katy is famous. Everyone knows her, her music, fans and haters alike. Only a Carly stan would go out of the way to listen to Carly's music. She's a one-hit-wonder to the GP. That's why.
Carly probably really benefits from her humility—putting out great music and then just letting it speak for itself—whereas Katy is always trying to convince us that her songs mean more than they actually do. If she just embraced that she is a shallow pop diva, it wouldn't be so easy to make fun of her through the lens of hubris.
Because Carly is not a threat for their big stars, while Katy is a main pop girl who ended careers. Also, Carly's music is 80s-inspired and sounds more fresh than Katy's 2010s.

Carly gets sympathy points. I also find it ironic that Carly got praised for a song like IRLY when Katy would have been dragged for it, yet they're the same age.
