Best Breakthrough - A navy member who has never won a Navy award or has never been nominated for Best New Recruit or in any major category. Their join date can't also be in the deadline to be eligible for Best New Recruit. So you can't be submitted in both categories. Only one.

So members that joined in lets say 2002- October 2013 are eligible if they have never been recognized before.

Best New Recruit are gonna be anyone from (November 2013-September 2014 (?) I'm presuming.
