Tropical Depression
Three-E has formed today after a disturbance off of SW Mexico reached depression status after a few days of gradual organization.

1554 UTC and 1640 UTC ASCAT-B and ASCAT-A overpasses, respectively, indicated that the system had uncontaminated surface winds of 30-32 kt in the northeast quadrant. Therefore, advisories are being initiated on the third tropical depression of the eastern North Pacific season.

Three-E today, shortly after forming.
The first of those two pictures is the projected path for Three-E. The second is showing wind shear over the Pacific. As you can see, 3E has time to strengthen in the low shear environment it is in.
The NHC has it going to Cat 1 later this week.
