EXACTLY. It's the same as other acts which were seen as disgusting before like abortion, prostitution, incest etc. They just aren't brainwashed enough yet into thinking bestiality is normal. It's disgusting.

They weren't trying to legalize anything, they're just clarifying what the definition of bestiality is, saying that it must involve penetration to be considered bestiality.
I think this is a mess tbh, because they are inadvertently legalizing abusive acts that do not involve penetration
