Gaga has the peak, Rih has the consistency. After that it's just opinion for what you find more impressive  I'll go with Rihanna personally.

The industry hasn't changed that much since 2013. The highest selling album of 2014 sold 7 million copies; the highest selling album of 2015 doubled that and sold close to 15 million.
It shouldn't have taken seven weeks for ANTI, a major pop release by a 'major pop star', to match ARTPOP's opening week. It's doing Cheek to Cheek numbers right now.
The answer is Lady Gaga. At this stage in its run, ARTPOP was still doing over 100,000 worldwide per week, whereas ANTI has dropped to below 50,000 (and that's with 'Work' atop the charts ... imagine if she had no big hit to fall back on).

Ok, let's subtract Gags first week sales from her total:
1,425,000 - 611,000 (first week) = 814,000
Still more than ANTis total. (647,000, which would be 454,000 without first week., which isn't even the first week of Gagas)

Yep. 
It's also worth noting that ARTPOP didn't sell below 100K per week until week 9 (when it did 75K).
All this talk about ANTI and Rihanna having 'longevity!' when the album is now selling under 50K copies per week.
Consistency doesn't count when it's consistently low, I'm afraid.
The answer is Lady Gaga, obviously. Numbers don't lie.
