She probably doesn't get to decide really, she can't dictate how much of the ticket cost gets donated. That ticket price goes to so many different places (the venue, ticketmaster or wherever, touring costs, the band and dancers and Katy, the crew, etc.). I'm sure she's donated some of her own money to UNICEF considering she is an ambassador for them.

most artists just donate when they like a cause or whatever
but here its obvious that katy tries to use this to make herself look good and sell tickets.
one could donate 5 bucks on unicefs site which helps 5 times more than buying and overpriced ticket to her show.
i prefer artists not playing the donate card at all then doing ******** like that tbh

Additionally, being an ambassador is not about making a personal donation; it's about engaging the public to become more involved, which is exactly what this will do.
