To follow means to "come after". Chronilogically Roar came first, then Unconditionally, then Dark Horse, thus Dark Horse is a "follow-up" single to Roar.

Who really cares though? Katy had an under performing single, so what?
Roar is huge and DH is a number one hit and will also be huge, Katy has tons of hits so there is no need to be upset about Uncle failing to go top ten.
