It was a cultural monstrosity from the 2010 VMA's onward. I don't think it's fair to compare it to PRISM, which has had two massive singles but - as an album - has had very little impact in comparison. I'm not talking about the era, just PRISM as an album and body of work.

When Katy has a period where she associates an entire era, brand and her image with a concept as polarising as BTW and comes out having fared similarly, then comparisons can be made. Not saying she couldn't do it, but she hasn't even begun to scratch the surface of anything like that, and i don't expect she ever will.

No, it wasn't commercially and critically panned. But what does that have to do with this discussion?
The OP draws commercial comparisons of the two in the United States of America. Why is worldwide figures from either side coming up?(especially when they are all either TEA sales or shipments because Billboard does not report global sales, that is not their purpose nor are they a credible source for such information).

- The biggest tour of her career, on route to 200M+ in gross
- Out of her three biggest hits in her career, two came from the PRISM era and combined they sold over 20M singles WW and counting
- Biggest debut in sales in multiple markets including the US and WW
