That quote is flimsy. Let's think about context first. Why would it talk about cutting your bodies for the dead, and then tattoos? Context. Second, the book has been translated over and over again to the point where it can't possibly have the same exact meaning in present English versions as it did when originally wrote.
The Catholic church is not opposed to tattoos. And a saint also called tattoos in God's name praiseworthy.
This is why we don't just pick out bits and pieces. It doesn't work that way.
