Well, seeing as this is a list for BLACK artists - and not specifically R&B/Hip-Hop artists - any real list of importance should include those who are at the top of the game in the indie world; TV on then Radio, Santogold, etc.
Hell, why not Darius Rucker? To show that blacks can even do Country?
