Nobody remembers a no.1 song for its position on some arbitrary chart.
Everybody remembers good music. Applause is innovative fresh music and will be remembered fondly years from now. So yes it is a hit. It will live on as a part of pop culture.
Can we stop with the bulls**t excuses like "yeah it's a hit but not for Gaga's standards" or "It's not the kind her fans were expecting"
Just shut up. It's been on the top ten for six weeks, it went platinum, and it's smashing on radio. It's a damn hit. Just move one. Stop trolling. Seethe that Gaga got a hit when y'all prayed Applause would flop.
It's not smashing a la Roar or Wrecking Ball but it's a damn hit. Stop trying to twist it.
It massively underperformed for someone who's regarded as the "Queen of Pop". I'll be generous and call it a modest hit though
Erotica and Bedtime Stories underperformed both album and single wise except take a bow in the us and like a prayer sold a LOT less than true blue yet Madonna is the queen of pop. Though if you think Rihanna's the queen of pop youve probably never heard of impact involvement imagery and touring and instead just look at charts

They refuse to believe it's not flopping and that Gaga is here to stay
It's technically a hit, but no one should be proud of its success or even attempt to use receipts from it to prove anything positive about Gaga's career.

Finally, some fresh tea. Outside the US and a couple of Gaga enclaves here and there, the song has definitely under performed. There really is no denying it.
