Yes they were but they are not exactly that big as y'all make it seem to be. Sales peaked at 1999 (two years after Come On Over was released) the other years were not as big as it. Y'all think just because sales peaked during one year during the 90s = the whole decade was like that.;
It stayed 11 weeks on the top of the UK albums chart but ok it seems like you don't know what much about Come On Over success outside North America at all.
Just because Adele's success is far more impressive than Shania's, that doesn't make Shania status as an industry force at that time less bigger than it was. She was massive.

She WAS massive, I am a massive Shania Twain fan. But everything I'm talking about is compared to Adele. Not how successful Shania was at the time compared to other artists. How successful she was to Adele in each market.
Come on Over did amazing in the UK, I know the sales of COO. But again, I'm talking about how it rivals Adele and also her US success. The UK comes third after Aus & NZ. But outside those 3 areas, her sales were big, but nothing "incredible". 7 million in Europe, when Adele sold 10 million barely setting foot there in this sales climate?
No one is saying COO is unsuccessful. It's the best selling album by a female ever, and is #2 behind 21 in terms of "success". But that's what we are saying. Compared to Adele, Shania doesn't stack up as much.
No one is saying Come On Over was just a good seller, but we are comparing it 21 which means Shania is going to look like she comes short.
