I don't think that's true of all.
Most of Unapologetic isn't hit material. Half-baked ballads and emotional songs, all these "deep"/reflective ideas that weren't fully ripe before they were used, make up at least half the tracklist. I think they really wanted to pull another RR with this era but rushed the process and screwed up the quality. Happily for them, it appears that Unapologetic will be much more successful than Rated R anyway.
