Well they can still wear the hijab, just not the niqab or burqa (convering face and eyes).
Most of these women aren't educated on the subject themselves, nowhere in the Quran is it written that women must wear these extreme clothings; it's a not a religious thing but a cultural one that was often forced on them.
Now if they wanna live on western soil, they gotta respect the secularity of those countries; for cultural reasons and more importantly safety reasons (alredy explained here).
