Based on your post I doubt you've ever been to a city.
Common people walking on the streets of a city don't give a f*ck about things like that, they're used to it. It's definitely not a clever way of promoting your stuff on a country-wide scale, it's just an original way of premiering your music. Having a radio deal, on the other hand, is a much easier & effective way to get to the general public (guess why everyone uses them nowadays, what a coincidence huh?
). With them, you can hear the song that's being promoted from your house, your car, work, while shopping, etc., and not just in a single location (or 3 or 4, I don't care) of a city, which not everyone has access to. And on top of that, at the end of the song you have a guy who tells you when the album/song is coming out on iTunes. And what's more, this happens at the top of every hour.
The SNL performance
was promo, I'll give you that, even though it was decades before the album release.
