Well, Mona says that A offered her a way out of [Radley]. So she made a deal to start working with A, basically plotting against the girls. But she was never fully in charge. A was always one step ahead of her. So yes, Mona was the original A, but Charles is the Big A. I feel like everyone is like, "Who the hell is Charles?" As the season goes on, that will become more clear.
