The only time I've seen bans from members participating in Chair like survivor games is in Personal survivors. For example, MLD has certain members that have "trolled" his personal survivor game and he has created a banned voting member list because it is his personal survivor.
But for the game I just saw where the issue was coming from, I wouldn't think you can really exclude a voter like that yet alone call them a troll

The member your alluding to votes in many chairs based games, not just out of the way troll votes 1D musical chair survivors, so its hard to make a case they just troll only your survivor.
