It means that the software that will be used for ATRLs update, one we've been waiting on for years, finally has a stable release that that can be used on public forums. It's a huge developmental milestone, and was the key moment we were waiting for.
As far as the release date of New ATRL goes -- I can't say for sure, only Athens would have an idea at this point. There are a few depending variables to take into account, like whether or not Athens wants to use a 0.0 copy of the software. Either way, we know that Athens wants to do a few beta tests of the update, so we won't be seeing an official release of New ATRL for at least a few months.
