I see it like this release the video when cheers is around 70A.I and top ten on itunes.
I bet the top ten exposure will do wonders for the song, when was the last time rih had a song in the top ten, people will be checking for her new single. Meanwhile she'l be increasing on radio.
Video+top ten exposure+100A.i+lack of competition=#1

Brilliant plan/strategy, the only problem is MLJ & PUK. MLJ might start decreasing by the time the video is Released and when cheers has a substantial amount of airplay but we need to remember that all 3 songs are basically gaining the same amount of airplay and are around the same region of airplay.
Rih is getting Rhythmic and top 40 support (maybe some urban)
MLJ is getting top 40, hot AC and some AC support.
PUK is getting top 40, alternative, some other formats and a bit from hot AC too.
Cheers' only advantage is that its video is yet to be released unlike the other songs and (as you stated) its by Rihanna, who haven't been in the top 10 for 2 and a half/3 months.
Lighters could also be a contender for #1 as its video hasn't been Released yet and Im pretty sure it will be performed at the VMAs.
