Yes, it is about Scooter and, really, the music industry in general. Jason confirmed this all in his little BTS blog post on the creation of the song.
I get why people might think it is about relationships, but Ariana talks just as much about her disatisfication with the music industry as she does love. Well, I mean, not as much but still.
The song is about the music industry, about having the industry feel like you owe them something for discovering and helping to put you on. They set high expectations you cannot always make and try to change who you are. As evident by the DW era and even last era and the one before, Ariana's frustrations have increased tenfold and you can hear subtle lyrical references to it throughout DW.
