In Toronto it's not uncommon for them to close it so people don't get a free show. There's a hotel attached to the Rogers Centre and they'll drape over the windows even lol.
I remember the end of Taylor's Red Tour since they didn't open the dome and the fireworks went off indoors the smoke detectors went off.

Depends on the stadium.
Baseball stadiums are used in a summer, they'll only stop it during heavy rain or tornado warnings and that doesn't happen a lot. The wind and the sun are part of the appeal and make the game more interesting.
Football stadiums are used in the fall and winter and rarely get cancelled even if there's snow.
The elements make the game more exciting.
Of course there are some stadiums that have a retractable roof and even then, there are countless rules on how and when to close the roof
