Do these stadiums not close? Like what do they do in winter?

In Toronto it's not uncommon for them to close it so people don't get a free show. There's a hotel attached to the Rogers Centre and they'll drape over the windows even lol.

I remember the end of Taylor's Red Tour since they didn't open the dome and the fireworks went off indoors the smoke detectors went off.

I don't think all stadiums have covers. Levi's Stadium doesn't.

most don't in the winter they have football games (the football stadiums at least)
