I think Zoe did that. It was a mistake on her part because she was looking at the gate when she was running away. I think she was going to transmutate to the top of a tree but missed and hit the fence

But it's not like Madison was the weak one, she pretty much had 6 out of 7 wonders fully realized and usable by the third episode

She was pretty much the only one with the ability to use fire prior to the seven wonders test.

I find fascinating how the finale of every season is underwhelming.
