I think you should be charged $1.29 when the song is released tonight, and then you'll be charged less for the album on Nov 11.

It depends if she releases "Do What U Want" as a single or as an album track. If she does release it as a single and you end up being charged twice for it, though, you can always email iTunes and explain your situation to them and they will give you a refund. It's happened to me before.
For anyone wondering, everyone will be able to listen to this in 2.5 hours (through Tumblr, soundcloud, etc.), it just won't be available for you to buy on iTunes until midnight tonight in your timezone (if you're in the US) or 12:01am on Tuesday if you live elsewhere.
