One directive of the ATRL administration that I find kind of strange is how Ex - Mods can't get warned no matter what they post. Be it blatant flamebait or trolling.

^^ That's something that won't be warned, because well, the poster is an ex-mod. Ok, but what kind of precedent are you setting for the members?
I get it that the current moderating staff will not get warned no matter what they post. (although even that is a bit odd seeing how a few mods can be extremely rude and abrasive at times) but I digress.
IMO, Everyone should be held accountable for blatant and persistent breaking of the rules, no matter what their position is or else how do you expect compliance in return?
Mods & Ex-Mods want the members to treat them with respect but then they do things like that and expect the members to address them with deference because of their position. Why is that?
The example that I quoted is something that can easily derail a thread and be very disruptive, yet it is ignored, because it was posted by an ex-mod?
