No! Not like FR/LG. More like G/S/C/HG/SS, where you can go back to a full region.
I still think whenever Pokemon decides to call it quits, they need to make a super Pokemon game where you start in Kanto, and work your way through all the regions until the very last one. And instead of having one Pokemon team throughout the entire thing, the Pokemon Professor of each region makes you put all your current Pokemon in the PC system before you head into the new region, and then you receive a new Lv 5 starter.
But then of course whenever you travel back to a previous region, all of your original pokemon will be waiting in the PC system. So you won't lose them. It's only after you beat each region's Pokemon league that you can take whatever Pokemon into whatever region.
