Yes. They do this all the time. Amazon pays a fixed amount to Interscope for each album and sells at whatever price they please. There is a recommended retail price which Interscope determines and it is up to each individual retailer to sell it at their own lower rate, should they choose. This is hardly the first album Amazon has sold for $.99, and it's obviously their hope at gaining customers for their brand new Cloud Music Service.
