The official Addicted weibo posted a quote that is probably from CJD that says that "A few months ago we did not complete filming a certain car crash scene due to budget problems. Had I known that that would be the last scene we would have filmed I would have borrowed some money no matter what and complete it"

Probably a little bit of both.

I don't think any person/company would see a point in financing something that's been banned. There's also a possibility that financing it is illegal under the new laws.

I wish they were able to find a foreign investor/financier so they could travel to America or somewhere else to film it. I mean, it's a web series so they could film it wherever.
