a) she is not working on any music right now
b) she really is finished with actII and is just waiting to release it

I think it's B or C. Mostly C.
She never seems to stop writing, and right now in particular I highly doubt that she isn't working on music because she has so much to prove to herself/others and her label will be pressuring a quick turn around of material for damage control.
It's possible that they've finished DJWS songs, or they've basically written them and won't team up physically again until they're putting finishing touches to them.
I'm really hoping that right now she's working with new people on the new album, and there are one or two DJWS tracks from ACT II being brought forward to explain his lack of presence. Maybe she's either already had intensive sessions with writers/producers, or perhaps they're scheduled for when she's later in the tour?
Considering she's touring NA, she could be hopping between writing sessions with producers around the states.
