ARTPOP has some great moments, but it's like she generally didn't try hard enough to get the songs right*(presumably because she felt she didn't need to). Most evidently with the verses.
*By 'right' I mean as hit-worthy as they easily could be with different lyrics/production/melody tweaks.

Your second sentence is MTE. ARTPOP felt like she was forcing herself to be poppier and lighter after BTW.
Also, at times I feel like she released this album just to release something and go on tour. Whereas both of the Fame eras had a clear vision, and BTW stood for something, ARTPOP just seems redundant because she's been ~ARTPOP~ since her debut IMO. It's a cute album at times, but I feel she's capable of more.
The other qualm I have is that aside from Gypsy, DWUW, Swine and Dope, she doesn't really get that personal on this album. After two concept laden albums I miss the confessional feel of TFM (Monster, SHICD, are just

). I hope there's more personal songs on The Next One that aren't solely about ~the haters. She seems like she's in love atm, right now would be the perfect time to do a
Janet style of album IMO, or because of the backlash, a darker, id/ego-run-wild album like Kanye's MBDTF. I feel she's got so much potential and options for inspiration, I just hope she's able to utilize it.
