Because that region is ****ing packed wtih leaders, notice how they lost more than even Kalos so far.
There's too many, which probably explains the lack of quality.
But yet the newgenners claim it's all about "character development". But the issue is when you develop every character far too much, you instantly forget about the last one by the time you're finished reading about the next one's convoluted ******** sad story of a life.
