Not going to happen. The GP have already had their say with Walking On Air and they chose both Dark Horse and Unconditionally over it, and look how Unconditionally did. Structurally and sonically it's similar to Birthday in that it has a throwback sound and Birthday is underperforming. On top of that, as a fan favourite, Walking On Air would flop. They usually do, most of the time.
This Is How We Do would be the perfect next single because it is something different and it's not too camp / girly / fruity, etc. like Birthday to be enjoyed by the masses like Roar or Dark Horse. Plus it's her best song.

Birthday can still pick up though. It's an important single. Rise, Birthday, rise.

Because of the snippets ! And KATY choosed Unconditionally, not her fans !
TIHWD will flop ! With radio audiences in New Zealand (I believe Capitol has sent it to radios over there), it didn't passed Walking On Air, the buzz single !

E.T. did worse than WOA as a promo single and went on to smash. (And the remix is not the reason for that, the song would've smashed with or without Kanye).
WOA is hardly structurally and sonically similar to Birthday, they're miles apart in both regards. They're based on different decades of popular music.
Disease How We Do is ten times more campy than Birthday. I don't know why people keep saying Birthday is campy, it's really not. It's a cute little throwback-inspired track, but hardly campy.
WOA is a clear standout among the songs left and needs to be released. Just Like Choose Your Grammys.

Not what I was talking about. All three tracks were released on iTunes in promotion of the album and Walking On Air was not received anywhere near as well as Dark Horse, and Unconditionally had no problem outselling it (even though it was an official single, it wasn't received the best either, but still better than WoA). An album track being played on radios in one country can not determine its fate if it were released as a single elsewhere.

I don't even get this comparison, we're not in the Teenage Dream era anymore. Your point has as much merit as saying "Well Teenage Dream (song) was a second single and #1, so Unconditionally would have been too!" when in fact it didn't reach it. E.T. and WoA are two different songs and Katy's star-power has grown a lot from E.T.'s release as the 5th track previewed from Teenage Dream to WoA being the 3rd track previewed from PRISM. Totally different scenario. And I can't help you see the similarities between Birthday and WoA. They're really obvious. To say it's not structurally similar, I don't even know how you can say that, they literally follow the same formula (brief intro, verse one, pre-chorus, chorus, verse 2, pre-chorus, chorus, bridge/middle 8, big final chorus with added backing vocals and high notes).  You even said that they were based on two different decades, which is true, but the rest of the album is based on the present, so that pretty much says it all, doesn't it? Birthday is very campy. It's part of its charm. TIHWD isn't campy at all, it's just fun and a bit juvenile. There's a difference. Calling it Disease How We Do doesn't add to your point any. WoA is a great song and I love it, but it just wouldn't do as well as people think it would. Choose Your Battles will never be a single, I won't say a word on that.

Birthday is doing good anyway, I had no idea it went to #37 this week.  I was so surprised. At least it's another Top 40 for Katy, at the very least. But I'm sure it'll continue to rise.

It's a valid comparison because E.T. and WOA debuted with more or less the same sold when released as a promo single, E.T. did really well when released afterwards. It's not that different. katy's increased star power will only help WOA on the charts. Just because WOA wasn't posting Dark Horse numbers doesn't mean it will flop. Dark Horse is an anomaly and raised the Kats' expectations to an obscene amount, to the point where many expected Birthday to vault into the top 20 on iTunes immediately just because that's where Dark Horse lingered around for months on end. Katy was putting out/had put out 4 songs from the album around that time, it's normal that one of them will get less attention. In this case, it was Walking On Air. That doesn't take away from its chart potential later on.
I misunderstood what you meant with structurally similar. Following what you meant, pretty much anything on Prism and pop radio in general is structurally similar.

Your comparison STILL isn't strong enough. if Katy's star power will only help WOA, why didn't Unconditionally or Birthday take off? So what you're saying doesn't have any logic. You're only assuming because you probably like the song.

Uncle was trapped between Roar and Dark Horse. Birthday is growing as we speak.
I'm assuming because WOA is a great pop song, it's risky but worth a shot. It charted in several European countries following its release as a promo single, so I'm not sure why people keep saying it flopped.

Katy should leave it and release Walking On Air as a single on July 1st,
