Because they don't report the sales of each song in it's totality but rather within a certain timeframe (hence why Telephone 'sold' more then Just Dance and so on). This is a Year to end calculation and from year to year the top 10 will vary in numbers based on the competitive strength of each year. For instance a song may make the list at #10 one year after selling 3m within the timeframe given but another song may fail to make the list the next year after selling 3.2m simply because the competition was stiffer. Again this was a fun thread but lets not pretend like IFPI isn't misleading when it clearly is.
