Is a lower-level mod only entitled to give warning in a certain section?
They can warn in all sections. I'm not 100% certain on what their limitations are, but they're still moderators and will be equal additions to the team.
The current moderators are all on the same level. The new ones will be a level below them. I believe they won't have access to the more powerful tools, like thread pruning, user editing and IP lookup.
