Because if they did that, then it would have to run on high-end PC's which The Sims 4 isn't going to.
If they were to make a Open World like The Sims 3 and have it that busy constantly, they would require much more powerful PC's, something that isn't even standard in today's market.
Have a look at The Sims 3 running on ultra settings on YouTube. One guy has a Core i7 2.9Ghz QUAD core, and The Sims 3
STILL lags. Simulation games aren't as easy to make because everything is chance etc.
So if The Sims 3 still lags with that gear, The Sims 4 would die on anyone's computer if it had the same open world.In games like Grand Theft Auto, everything is mostly pre-programmed.
But with the Sims everything has to be programmed on the spot, which means there is a lot of power going towards that.
The Sims 4 has the same requirements (if we go by the demo) as Grand Theft Auto IV, and a lot of people had to upgrade their PC's for that. The Sims 4 already requires much more power than The Sims 3.
Unless you all wanna go out and by 3.0GHz+ computers to play an open world map without lag! I'm happy with The Sims 4 as it is.
