Not being a part of an institution somehow excludes from criticism of your horrible behavior? I don't see black people holding out protests against black on black crime nowadays so does that mean they enable it? I don't see Muslim countries protesting against ISIS like they did with Israel and America. Does that mean they enable the terroristic organization? The judiciary system may not publicly scold its bad apples but it doesn't enable bad cops that much either. They get suspended, fired etc. ALL the time for their bad behavior. And don't even act like there aren't terrible black, latino, jewish etc. cops out there.
