E.T. was overshadowed by Firework, Last Friday Night, Wide Awake, California Gurls and even Part Of Me. Even TOTGA has more combined Spotify streams than E.T's combined streams.
Let us not forget DH sold 6mil+ to E.T.'s 5.8mil despite being in a digital sales decline AND is certified Diamond whilst E.T. is only 8x Plat.

1) DH was released at the peak of the streaming era
2) DH was released between 2 flops and it was WAY easier for it to stand out and become a remembered multi-platinum single
ET was released after Katy's best selling song of her career and still managed to sell close to 10M WW
and that's a huge achievement
3) DH was the 3rd single (2nd for many people) while ET was the 4th single
