You pay for the album when it's released, if you pre order the album and there's a "pre-order" track they'll charge you $1.29 and it counts as a single download too.
The album will start downloading automatically only if you have the "Automatic Downloads" activated.
And no, there's no advantage in pre ordering and album on iTunes unless there's some pre order exclusive material.
