Cher is one of my favorite females, but she's not really acclaimed as a musical artist, so no surprise that she didn't make it. Same for Christina Aguilera.
Britney Spears isn't an acclaimed musical act, either, outside of a couple of singles. And, nevermind her- Janet Jackson's absence, when Beyonce and Justin Timberlake appear and rate as high as they do, is baffling. Based on past performances on these types of lists, I didn't expect Janet to place all that high- but not at all?
I think Madonna had the biggest jump from the last list (+70 spots; the 1998 list was compiled before Ray of Light's release, mind you)- well, outside of AC/DC "debuting" at 23. But, different people were surveyed, so some differences were inevitable.
While Michael Jackson was always revered and respected as an artist, his passing has helped increase that reverence even more.

I think you should use the word "acclaim" as your official language because you are almost always clearly pressed when it comes to Britney and Mariah.
Mariah and Britney will never progress on a list like this. They are owning and slaying other lists, the best-sellers' list. So who cares? But I feel sorry for Mariah. She deserves more recognition and acclaim. Critics have always underrated and trivialised her as an artist. They didn't realize that she was one of few artists that can turn the world around with her voice and a pen alone.
But I can't be mad. I wanted Queen, Stevie, Marvin, and Elton in the top 20, so that's 3/4. Michael is my personal #1, but I can live with #2 behind the Beatles.

Mariah deserved a higher spot indeed. Although, you can't be surprised that Britney isn't on the list.
