The synth is not out of place. It's strategically placed there because it's the distinct sound west coast rappers used in their records during the 90's, and I'm assuming that's the feeling Del Rey is trying to evoke to make the record feel more modern in contrast to the late 60's/early 70's vibe the record "West Coast" also has. Think: Snoop Dogg, "Gin and Juice," circa '94.

YESSSSSSS!!!
It's a classic R&B/hip-hop synth that was really popular in the early '90s...
With Snoop Dogg & other West Coast rappers!
Down on the West Coast, they got a sayin'
"If your not drinkin' then your not playin'"
But you've got the music
You've got the music in you, don't you?
Down on the West Coast, I get this feeling like
It all could happen that's why I'm leaving
You for the moment
You for the moment boy blue, yeah you
You're feelin' hot at the show, I'm feelin' hot to the touch
You say you'll miss me the most, I say I'll miss you so much
Something keeps me really high I'm alive, I'm alush
Your love, your love, your love
[Chorus 1]
I can see my baby swinging
His Parliaments on fire and his hands are up
On the balcony and I'm singing
Ooh baby, Ooh baby, I'm in love
[Chorus 2]
I can see my sweet boy swayin'
He's crazy, el Cubana, call my only love
On the balcony and I'm saying
Move baby, move baby, I'm in love
I'm in love, I'm in love
Down on the West Coast, they got their icons
Their silver starlets, their Queens of Saigon
But you've got the music
You've got the music in you, don't you?
Down on the West Coast, they love their movies
Their golden dozen, Rock n' Roll groupies
And you've got the music
you've got the music in you, don't you?
You push it hard I pull away, I'm feeling hot and on fire
I guess that no one ever really made me feel that much higher
They say you got it all, boy it's you I desire
Your love, your love, your love
When she described UV as dark and nearly unlistenable, I totally imagined it like West Coast. So haunting and weird but you can't stop listening to it.
