And Madonna never "used" queer issues in the same sense. When she did it it was not popular at all, she was one of very, very few doing it and it was not exploitative or pandering. Raising awareness of AIDS and trying to decrease stigma around it, speaking out against homophobia, featuring cross dressing dancers in videos and tours was really risky in the late 80s/early 90s.
