They were hovering around five pages for a while; but then they released a new candidate and, as usual, it unleashed a whole new slew of bugs.

From what I can tell, none of them are critical, which is a good sign. There are a lot of cosmetic bugs, which are easy to fix, so I'm sure the bug count will return to 5 pages in the coming days.
For the most part, software doesn't have to have ZERO bugs before it can have an official release. Minor things can be fixed in later patches, and there will undoubtedly have to be patches, since something is
always breaking. I believe IP will release the software once they are confident enough in the current state of the software that there won't be any bugs interfering in any vital aspects of the site.
