Sales wise, Vanessa is. Vanessa debuted at #24 with 34K sold in the US. She wasn't very well known though. A lot of people didn't even know that she had an album out and she didn't get her own magazine cover until a year after her album came out. She spent 30 straight weeks on the Billboard 200 beginning the week of 10/14/2006 through the week of 5/5/2007. And two additional weeks in September, which gives her a total of 32 weeks on the Billboard 200 list.
10/14/2006 through 3/3/2007 her album remained in the top 100 albums on the Billboard 200 (21 weeks). The week of 4/21/2007 she jumped from #107 to #71. In total her album spent 22 weeks in the top 100 albums on the Billboard 200 list.

Her album came out in September of 2006 and by March of 2007 (6 months later) she was certified Gold and was at 405K in the US. By the end of August (11 months after her album release) she re-entered the chart at #199 with 512,849 in sales. The following week she went up to #195 but we don't know how much she sold that week because the numbers weren't posted only the Billboard 200 list without the sales numbers.
Ashley debuted at #5 with 64K sold her first week, which is not suprising since she was known from HSM (Her and Zac were the ones that were heavily pushed publicity wise for HSM. When the movie blew up, the outside media started paying attention to the rest of the cast.) and TSL. She took 11 months before she cracked 400K in the US though and she isn't certified Gold yet.
