Cuz they aren't doing a draw. This year the finalists pick a slip that says first or second half. SVT and the EBU will then sort all the entries into performing slots, announced Friday morning before the first dress rehearsal.
It's done to make the show "interesting." And not have like 6 ballads drawn in a row.
