As insensitive as this might sound the I.D/Passports have no use anymore and this will probably help know who was on the flight quickly. Though I would hate to just see it popping on TL and it be someone I knew

There's no international regulation aviation body that lays out the laws.
Actually there is something called the ICAO (International Civil Aviation Organization - Part of the UN) And restricted airspace is very common, even in the US around Air Force bases and the such.
