The general public doesn't think Halo was her last single. In fact, I don't think the general public cares about singles much. I think music has evolved so much from radio and she's done well enough with every single since Halo in most avenues that most people are aware of her current music. The albums are too popular and talked about for her to be that irrelevant. The music is just not as wide appealing.
In reality, the reason she should upload is not for chart success or popularity or legacy, it's just that's how consumers take in music now. It is very driven by people hearing what they want when they want. So, to have a video on Youtube can and will ultimately shift more albums in this day and age. The very reason I would argue she is still relevant is the very reason she should take advantage of these streaming services.
