It's simple. People tend to work with other pop stars when they can guarantee a hit or atleast can create some buzz. Kelly can do neither.

I'm from KY back in the US. Where I live country music is pretty popular and the only times I hear Kelly being talked about is on Adult Contemporary and Country radios. DYWS smashed here.
